python-oslo.db and python3-oslo.db both breaks/replaces python-oslo.db

Bug Description

This means for one thing that they can't be co-installed, so python-neutron-lib which build-depends on both ftbfs now.

The breaks/replaces appeared in http://paste.ubuntu.com/25064906/ possibly as a result of overzealous search/replace? Anyway, I'm pretty sure they're wrong.

Based on the timing of this change vs what upper-constraints was at around that time, I think the breaks/replaces lines were changed on accident.
