vim-gtk3 should not depend on libruby and hold ruby in main

Bug Description

Currently ruby is in main not because it's seeded, but because it's a runtime dependency of vim-gtk3. We don't otherwise support ruby and should drop this dependency from vim-gtk3.

vim-gtk can keep this dependency since it's in main.
