radosgw package comes without logrotate configuration

Bug Description

When radosgw is deployed without the ceph package, it will not configure logrotate for the logs stored under /var/log/ceph/*.log
The configuration however can be found in the ceph package, which takes care of the radosgw process as well.

Please update the radosgw package to be shipped with the ./etc/logrotate.d/ceph file.

Reason: if radosgw is configured for debug logging and being heavily used, it can generate logs of ~10G/day.

Affected package version: ubuntu-cloud-archive: trusty-updates/mitaka/main ceph amd64 10.2.3-0ubuntu0.16.04.2~cloud0
and the latest, radosgw_10.2.7-0ubuntu0.16.04.1~cloud0_amd64.deb too.

logrotate files are shipped in ceph-common as of 10.2.5 - radosgw depends on this package so this should be resolved in the latest set of updates in the UCA.

The old radosgw package in trusty had a logrotate entry for /var/log/radosgw/*.log where presumably radosgw logged it's stuff.

This newer package doesn't have a logrotate entry at all. And presumably changed its log destination to /var/log/ceph/.
