Hello and thank you for filing this bug report. I'm sorry you were affected by a known issue (I think) with the interaction between the GUI update-manager and debconf (package configuration). I'm going to mark it as such, but in the meanwhile you can:
sudo apt update; sudo apt full-upgrade
from a terminal to work around the issue.
