Merge 0.11.2-1 from Debian Sid

Bug Description

Please force sync lxqt-l10n from Debian Sid to Artful.

The reason why the delta exists is because a transitional package was added to ease package upgrades. Here's the description of the package:

"Description: Language package for liblxqt (transitional package)
 This is a transitional package and can safefly be removed once no other
 packages depend on it."

Here's on my up-to-date Artful system:

$ apt rdepends liblxqt-data
liblxqt-data
Reverse Depends:
  Breaks: liblxqt-l10n (<< 0.11.0)
  Replaces: liblxqt-l10n (<< 0.11.0)

Since LXQt 0.11 has already migrated into the release pocket, it should be safe to force sync.

Before dropping we should consider whether all the upgrades from xenial would work.
In particular the Breaks/Replaces looks like something we need to keep (not really sure about the transitional package, that feels like something unneeded now).

I'll take a look at this later today. I agree, we should probably keep the Breaks/Replaces.

Attached is a debdiff applicable to 0.11.2-1 that keeps this delta (the transitional package and the Breaks/Replaces).

Yes, that's the safest option. I also added a note in the changelog about it "safe to drop after 18.04)".
