Profile fields are displayed too randomly

Seen in Mahara 16.04

When you pull the "Profile information" block onto a page and tick all the boxes, they are not displayed in that order but very randomly.

It would be good to display them again in the order that they are listed in the block configuration.

Exception will be he introduction and social profiles. The introduction will be placed above all fields as it can have text formatting, and the social profiles will be placed below all other information.

Bug 1690221: Add sort order to the profile types chooser

This was originally relying on the order data was placed into db -
which is brittle

Now we order this data based on the get_profile_artefact_types() array
that is hardcoded in the artefact/internal/lib.php file
