Bug Description

mainline build 3068 multinode mitaka

contrail-flows command not returning any output ,tried following commands

root@nodem14(analytics):/# contrail-flows --direction ingress --start-time now-30m --end-time now --protocol 1 --source-ip 222.211.12.3 --source-vn default-domain:ctest-Analytics
TestSanityWithResource-07413187:ctest-vn1-83189071 --source-port 1370

root@nodem14(analytics):/# contrail-flows --vmi-uuid 3af9ad4d-5078-46b6-86b6-f92ea92df59e --last 20m

root@nodem14(analytics):/# contrail-flows --other-vrouter-ip 10.10.10.8 --vrouter-ip 10.10.10.8 --start-time now-10m --end-time now

This could be due to flag disable_sending_flows_ being set to true in sandesh client. Please check if there are SendingDisabled errors in agent.

By default, flow_export_rate is set to 0. So, agent doesn't send any flow samples to the contrail-collector. Please set the "Flow Export Rate" thru UI [Configure > Infrastructure > Global Config > Forwarding Options]

Add provision_global_vrouter_config.py script for flow_export_rate

Add ability to configure flow_export_rate in global vrouter
config so that system test can use it via provisioning
