Bug Description
Much like remove-machine, it would be nice for remove-application to have a --force flag to rip out unruly applications.

The reason we have it for machine is because we can guarantee a clean
removal (by destroying the instance). Applications that have units on
machines that are acting unruly will not clean themselves up, so are likely
to leave processes behind.
It would be possible to drop the objects without trying to clean things up,
if it was clear that it may leave things behind.
