Wishlist: Predictable selection tool

Bug Description

If realizable with finite effort, it would be nice if the selection tool of Inkscape would be a bit more predictable, i.e. the object which is closest to the arrow-tip should be selected.

In reality, it seems that some arbitrary(?) object within the "cursor tolerance" (set by Menubar | Edit | Preferences | Input/Output | Input devices | Grab sensitivity ) is selected but not necessarily the one closest to the arrow-tip.
