Mark bug as invalid, it was due to oibaf's graphics drivers PPA. After purging, release upgrade goes ahead just fine.

Why would oibaf or any other PPA cause a hold-up? Doesn't the upgrade process explicitly state that it's disabling third-party sources?

Third party sources disabled

Some third party entries in your sources.list were disabled. You can
re-enable them after the upgrade with the 'software-properties' tool
or your package manager.

Does that mean only non-PPA repos? I think PPAs should be considered to be disabled in that case.

Because disabling these ppas don't remove the packages installed. In this
case, oibaf ppa had newer packages as per version numbering than 17.04 thus
apt being unable to resolve valid dependencies.
