Kingston DTMicro3.1 not detected in USB3.0 port only in USB2.0 Port

Bug Description

If I insert the USB Flash drive in USB3.0 port even the command lsusb does not show any information about it like it does not exist.
- I test this several times on Windows 7 and it function without issue.
- I tested with different kernel even the 4.10.1 one, and no difference.
- I tested on another system with same Ubuntu Mate and probably same kernel,.. and it works,
Probably USB 3.0 hub driver does not recognize this flash.

Here is the lsusb output with the flash inserted in USB2.0 port
