no ability to get a base network template

Fuel does not provide functionality to download Nailgun-generated network template. Together with https://bugs.launchpad.net/fuel/+bug/1669633 this makes using network templates difficult and prone to error.

Vladimir, there are a few issue with this json:
- it's not linked to anywhere in documentation (I filed https://bugs.launchpad.net/fuel/+bug/1669633)
- It's far from the "default" template, making it's use as a "base" inconvenient.
- It's not complete - deployment with Ceilometer will fail with this template even if everything else matches, because there is no aodh/api role.

In my opinion, the right solution would be to implement template generation in Nailgun.
