pysmbc is not essentially important for using system-config-printer. It is not needed as long as you do not create a queue to a printer shared by a Windows server, Windows being the only current OS not using CUPS for printing and therefore sharing printers via SMB.

In addition, system-config-printer has a mechanism to auto-install pysmbc when it is needed.

Therefore I will turn the Recommends: python3-smbc into a Suggests:.

The MIR can then be solved after Zesty.

This bug was fixed in the package system-config-printer - 1.5.7+20160812-0ubuntu8

---------------
system-config-printer (1.5.7+20160812-0ubuntu8) zesty; urgency=medium

  * Moved python3-smbc from Recommends: to Suggests:. This package is not
always needed and auto-installed by system-config-printer if actually
needed, so we do not need to pull it on initial installation
    (LP: #1667003).

Closing pysmbc as Invalid; since the MIR is no longer needed.
