Impact: dkms package fails to build with 4.8 HWE kernel
Fix: backport the dkms package from yakkety
Test Case: install package and confirm dkms package installs and will modprobe with both the GA and HWE kernels.
Regression Potential: these have been tested with the new kernel in yakkety, but could affect GA users.

All of the changes between the xenial and yakkety versions are kernel enablement. It therefore seems appropriate to backport this en-toto.

Accepted broadcom-sta into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/broadcom-sta/6.30.223.271-3~16.04.1 in a few hours, and then in the -proposed repository.
