Convert shell scripts from s390-tools from bash to C to reduce preconditions for the installation of s390-tools to a small set of libraries and languages. This is for example especially valuable when the tools are included in a ramdisk.

* lsscm: List information about available Storage Class Memory Increments.
* lschp: List information about available channel-paths.
* chchp: Modify channel-path state.

This is part of the 1.37.0 feature request, correct? Ubuntu will not be rewriting scripts into C instead of simply including upstream changes.

s390-tools (1.37.0-0ubuntu1) zesty; urgency=medium

  * New upstream release LP: #1657166 LP: #1656809
  * Drop no-wait-for.patch, fixed upstream.
  * Reintroduce GNU_SOURCE and -rdynamic via dpkg-buildflags, as they are
    lost in the buildsystem.
  * Fix linking order in dump2tar Makefile.
