Bug Description
very similar to #1654368 - but now running the latest 17.04.2 ubiquity package with the ubuntu budgie updates. Unfortunately same as before - have to prefix sudo in-front of ubiquity for the installation to succeed.

This appears to be a regression from the 20170109 image specifically. The Live session ("Try" option) works in 20170108, but the "Install" option has the same behaviour as the "Try" option - it boots into the live session.
