partitioning interface has awkward to navigate 'format' list

navigating the partition creation screen, after specifying the size, I then have to scroll down through the list of all possible formats for the disk. Both down arrow and tab only advance to the next format option. I would expect tab to advance me down to the 'mount' field, instead of making me scroll all the way through the format options one by one.

It should be a pop-up menu, probably. (That's what's in the spec)
