Bug Description

Hi, I am wondering if we can support multiple dispatchers in ceilometer.conf:
http://docs.openstack.org/developer/ceilometer/install/custom.html#using-multiple-dispatchers

say if configure globals.yml as below:

    ceilometer_database_type: "mongodb,gnocchi"

then the ceilometer.conf may change accordingly

merge_config now support multi key, so this is possible. one solution is use custom configure file.

mark this as won't fix.
