Packages "linux-image-generic-lts-xenial" and "linux-headers-generic-lts-xenial" are absent in local mirror

Steps to reproduce:
 1. setup master node
 2. create local mirrors
 3. enable kernel v4.4(it's needed for transaction to 9.2) http://paste.openstack.org/show/590002/
 4. create cluster: 1 compute and 1 controller
 5. deploy

The deployment fails on stage of the build of IBP image http://paste.openstack.org/show/590757/

    Add xenial linux image to mirror package list

    We have added support of xenial kernel for 9.x
    and we need to download xenial kernel package
    to the local mirror.
