Bug Description

[Summary] The network indicator shows the wrong status

[Reproduce Steps]
1.Boot into Ubuntu OS , disconnect wireless connection
Note : the issue can't be reproduced with wifi connected
2.Enable/disable wifi function by pressing hotkey then check network manager status

[Results]
Expected: "Enable Wi-Fi" option should be OFF
Actual:"Enable Wi-Fi" option is ON

This issue can be reproduced on Yakkety live image, which uses, network-manager 1.2.2-0ubuntu6
network-manager-gnome 1.2.2-0ubuntu1

Tested Zesty daily build 2016-12-02 the issue still could be reproduced.
The "Enable Wifi" in pull downlist will not reflect the wifi status time to time if use hotkey to enable and disable wifi.

Network manager version:

network-manager 1.2.4-0ubuntu1
network-manager-gnome 1.2.4-0ubuntu2
network-manager-openvpn 1.2.6-2ubuntu1

The fix landed in network-manager-applet-1.4.2, still need porting to 1.2.6 for xenial.

Accepted network-manager-applet into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/network-manager-applet/1.2.6-0ubuntu0.16.04.3 in a few hours, and then in the -proposed repository.

Network-manager-applet (1.2.6-0ubuntu0.16.04.3) works like a charm.

Test case:
1.Boot into Ubuntu OS , disconnect wireless connection
2.Enable/disable wifi function by pressing hotkey then check wifi manager status
