broken xfce4 environement after upgrade from xenial to yaketty

After upgrade from xenial to yaketty via do-release-upgrade command, I've lost my xfce4 desktop completely.
No icons, no panels, no errors, just empty desktop with default xfce4 background.
I'm unable to create new icon or launcher, after creation these items are not visible on desktop.
DM does not save my settings, minimized windows disappeared from desktop completely. It's only possible to run application from right mouse click.

Reinstall xfce4 from scratch with --purge and rm -fr /home/user/.* does not resolve the problem.
Please advise.

This is Dell Latitude E7240 notebook with Intel HD Graphics 4400.
Not sure about video driver, the archive with Xorg log and dmidecode output is attached.
