Panel doesn't auto hide with full screen windows

Budgie Desktop panel and Gnome shell are not auto hiding when playing full screen videos and full screen windows.
Gnome has already issued a patch for this bug here : https://bugzilla.gnome.org/show_bug.cgi?id=772937

I have tested and it does fix the issue after successfully patching it in Budgie Desktop universe & Gnome shell.
My temporary fixed mutter package is here including patch : https://launchpad.net/~udara/+archive/ubuntu/mutter-patch

After adding and updated successfully fixed the issue in Ubuntu Zesty Zapus with latest Budgie Desktop.
