Bug Description

As a followup on bug #1258257, Scratch needs to be able to look at variable and function names (ie. know how to decompose camelCaseVariables and underscore_variables and how to report back spelling issues). It needs to only care about declarations, not usages, because you only care of a misspelling when you declare something.
