Bug Description
If you create and then destroy a model juju outputs "Waiting on model to be removed..." over and over in an endless loop, seemingly unable to remove the model.
Ctrl-C-ing and trying again after some minutes results in the same repeated output behaviour.
juju list-models shows the model there with the status 'Available'.

To reproduce run (on a bootstrapped instance):
$ juju add-model new-model && juju destroy-model new-model -y
Added 'new-model' model on lxd/localhost with credential 'default' for user 'admin'
