list-models can show a model that was supposed to have been deleted

In a bootstrapped environment if one runs:
  juju add-model new-model && juju destroy-model new-model -y

The commands pass with no errors, but 'new-model' is never removed from the output of list-models.

If one attempts to re-destroy the model this error is displayed:
  ERROR cannot read model info: model testing:admin@local/new-model2 not found

Notice that there is no model in focus, so that much at least is happening. The model continues to stick around though with the status 'available'.
