console-conf cannot be used twice

Bug Description

Test case.
- Flash the device.
- Boot the device.
- Press Enter to start the setup process.
- Introduce the network settings.
- Introduce the user credentials.
- ssh to the device.
- Execute sudo console-conf.
- Introduce the network settings.
- Introduce the same user credentials.

Expected result.
- Credentials can be reused and setup process can be finished.

Actual result.
- Credentials cannot be reused. Error displayed because user already exists in the system. Cannot finish the setup process without using a different user.

The fix I've just landed skips the "enter your email" screen if the device is already managed.

@mwhudson, I've tested it on dragonboard with today's image(ubuntu-core-16-dragonboard-410c.img.xz 28-Oct-2016 12:23.

After sudo console-conf,when I'm in network connections screen again with all my configuration ready, I press Done,then the network connection is lost and can't continue with console-conf.

After rebooting dragonboard it isn't registered in my wlan anymore so I have no way to connect to it.

what definitely works well for me is to configure a rpi3 with wired only, finish the setup, ssh into teh board, run "sudo console-conf", disable eth0, set up wlan0, finish console-conf, reboot and watch my DHCP server (or the serial console of the Pi) to get the new IP ... this is currently the only way to make wlan on the Pi work due to various issues with the pi itself an console-conf/netplan.

so here i can definitely use it twice ...

Did you re-enter your WPA password? I bet it's not being conserved.

and got the same result. Even if I re-enter my SSID and password instead of continuing, once I press Done the network connections screen gets stuck in 33% and then connection to dragonboard is lost.

the SD card and pastebin them?
