Second computer I have reported this on. HP Compaq different video card so I believe this may be a Unity issue

I don't understand your response. I am using the standard desktop windowing
program that is installed when you do a fresh install of Ubuntu 16.04.01 It
worked fine at first now I have now launcher or menu bar and when I bring
up and application, say for example Chrome it has no menu bar. This is
happening on two different computers that were bot recently fresh installed
Ubuntu 16.04.01 and updated.

1 Computer uses an Intel Q45/Q43 video card.
2nd computer uses and NIVIDA video card.

How do I fix this?

This may be a Google Chrome problem. Third install (with whole disk wipe) of 16.04.1 without google-chrome and the menu / launchpad have returned. Installed chromium and so far still works OK. I have to try this on my other computer to see if this is it.
