Update gnome-settings-daemon to 3.22

Bug Description

gnome-settings-daemon itself is only shipped in Ubuntu GNOME. The schemas are used in several different Ubuntu flavors but the schemas were not changed in the 3.22 cycle.

The new release is fairly quiet, mostly bug fixes. I've been running gnome-settings-daemon 3.21.90 for the past week and I haven't seen any new issues.

- Super+F1 is now a global hard-coded shortcut to launch the system help. (This is specific to gnome-settings-daemon so only affects Ubuntu GNOME).

- systemd user services will be used to track the network services gnome-settings-daemon launches.

The new version does not require either gsettings-desktop-schemas 3.22 or gnome-control-center 3.22. (The problem with updating gsettings-desktop-schemas is this release adds several new schemas that would be ignored which could be confusing for people who try to tweak settings in dconf-editor. gnome-control-center 3.22 depends on GTK 3.22.)

      - Install apport hook and upstart scripts

      - Install schemas, translations and the rfkill rule
    + Don't install gnome-settings-daemon.gsettings-override
    + debian/rules:
      - Dont link with "-Wl,-Bsymbolic-functions",
        this was causing GType mismatches between plugins using
        gsd-device-manager (LP: #1427877)

gnome-settings-daemon (3.21.90-2) unstable; urgency=medium

  * Drop translations for strings introduced by
    debian/patches/01_reinstate_updates_plugin.patch, this patch has been
    removed a while ago.
  * Install man page provided by upstream and remove the outdated one we
    shipped downstream.
  * Drop conffile removal code from pre-wheezy.
  * Convert from cdbs to dh.
  * Use dh-exec to install architecture specific files and switch from
    --list-missing to --fail-missing, to avoid missing uninstalled files.
  * Upload to unstable.
