I updated to the latest official kernel tonight on Ubuntu 16.04.1 LTS.
I can Suspend + Resume if
1) the laptop is not running on battery
2) there's no device attached on HDMI

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.8 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

The reboot on resume failure just got more severe, see

I tested with the upstream http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.8-rc8 and that works!

Interestingly, once I rebooted again into my current kernel the problem disappeared!

Maybe I should be more specific:
the 'current kernel' I referred to above is 4.4.0-38-generic.

Attila Szász, you would probably want to reboot/start from shutdown a few times into the current kernel before calling this issue settled. It could be some wonky non-deterministic issue that pops up.
