Bug Description
[Impact]
nsx.ini configuration file is not installed inline with driver documentation, creating end user confusion.
[Test Case]
sudo apt-get install python-vmware-nsx
Currently nsx.ini is installed into /etc/neutron; the expected location is /etc/neutron/
[Regression Potential]
Minimal; update will deal with any end user changes as well.
