Disable bluetooth device from the bluetooth applet

Bug Description

Currently there is no way to disable/enable the bluetooth device from the GNOME bluetooth applet. Many users keep the bluetooth device switched off and enable it only where it is needed. To keep the device switched off helps the laptops to consume less.

I can second this for the Sony Vaio SZ650N - the radio kill switch turns off bluetooth (which I never use, but might one day) but also turns off wifi (which I'm pathologically dependent on). So far the easiest way to kill bluetooth independent of wifi is to blacklist rfcomm, l2cap, bluetooth and hci_usb, because rmmod can't get them all out of a running kernel. I'd rather have a wee applet that says, bluetooth on/off.

I marked this as a duplicate of bug #144075 as both are about disabling bluetooth device using the (bluez-gnome) applet.
