Default storage pools are not registered for hosted models

I've just bootstrapped AWS with juju master (commit 313b1808637f2af626cff3d1dea587cb0f44a43b), and found that no default storage pools are listed on the "default" model, but they are there in the "controller" model.

Default storage pools should be defined for each model.

We were only storing default storage pools at bootstrap time, and not when creating models in state. I've got a branch in the works which fixes this, among other things.

Thanks, Andrew. Good to know where the current holes are and make sure
they're filled in as storage doesn't get a lot of love right now, but folks
are starting to really pick it up recently.
