Deposit Items Charge Again When Renewed

Bug Description

If an item with a deposit is renewed, it charges a second deposit (and it shouldn’t).

We need to return all deposit functionality back to Evergreen. Deposit is indicated by a flag which is now ignored in renewals, holds, and other EG functionality. The flag should mean that no holds from outside the owning system can be placed as well as not charging a second deposit at renewal.

There may be other functionality around deposits that need to be added back.

Was that functionality that used to exist that got lost with an upgrade?

If there are library settings that can control this that we aren't currently using, maybe we can improve this behavior without needing to do development.
