Does it happen reproducibly? Can you tell us the steps? Can you try with different video driver versions (free vs non free)

Yesterday I installed Loki and Mail app was working ok
I can't install amd official videodriver, because the last supported driver
version for my videocard needs kernel <= 3.19
This glitch happend only one time, and after that i can't use
pantheon-mail, always see this glitched window
But i still can resize window, go fullscreen
Restat doesn't help

Thanks for the info, it made me remember that I've seen this once, when I was seeing bug #1547949 manifest.
