Unable to download update from OTA-9 to OTA-11 on turbo

Bug Description

DS-McGuire reported on #ubuntu-touch that he is unable to update his OTA-9 based turbo to the latest OTA-11. He gets an update notification but is unable to fully download it to proceed with the upgrade. The symptom seems to be that it reaches to ~20% and claims it cannot install.

He provided /var/log/system-image/client.log contents from which we can see multiple download-failures:

Could this be related to networking issues in overall, or is it something broken in system-image or ubuntu-download-manager?

Just to add that if I retry immediately the phone will give me the failure notice straight away without even trying again.
