Need to enable Vivid overlay PPA on Vivid based containers

Bug Description

All Vivid based containers will need to have the Vivid stable overlay PPA (https://launchpad.net/~ci-train-ppa-service/+archive/ubuntu/stable-phone-overlay/+packages?field.name_filter=&field.status_filter=published&field.series_filter=vivid) enabled by default when the container is created.

This is to ensure the proper maliit packages are installed in the container to support OSK.
