Thank you for your report.

This looks like a local configuration problem, rather than a bug in Ubuntu. Per the logs it appears that the package is reported to be in an inconsistent state. The way to resolve this is to reinstall the package and get it back to a normal state.

You can find pointers to get help for this sort of problem here: http://www.ubuntu.com/support/community

Since we use this bug tracker to track bugs in Ubuntu, rather than configuration problems, I'm marking this bug as 'Incomplete'. This helps us to focus on fixing bugs in Ubuntu.

If you believe that this is really a bug, then you may find it helpful to read "How to report bugs effectively" http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. We'd be grateful if you would then provide a more complete description of the problem, explain why you believe this is a bug in Ubuntu rather than a problem specific to your system, and then change the bug status back to New.

Changed in openssh (Ubuntu):
status: New → Incomplete

/me is ignoring any irony for now

Joshua just finally cleaned and handled a lot of bugs that were missed to have taken care of - thank you for that.
That said if you come by hundreds of similar issues sometimes answers become rather short.
And IMHO most of the time people don't even care as they used it as fire-and-forget bug report and fixed it 5 minutes later via a search engine leading mostly to askubuntu.

That said in such cases as yours I usually recommend following this askubuntu Entry which covers the case in a good way.
