iptraf-ng display issue

[Impact]
iptraf-ng does not have a readable UI. Compare the attached screenshots from before (A) and after the fix (B).

[Test Case]
$ sudo iptraf-ng
and see if the interface is readable

[Regression Risk]
iptraf-ng is a leaf universe package. This fix will change its state from "unusable" to "usable", so the risk of regression is low.

Accepted iptraf-ng into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/iptraf-ng/1.1.4-2ubuntu0.16.04.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
