Bug Description

error_negative_auto_cic_maintenance_mode and auto_cic_maintenance_mode'

Steps to reproduce:

            1. Revert snapshot
            2. Unexpected reboot and ping to verify that it's offline
            3. Wait until controller is switching in maintenance mode
            4. Exit maintenance mode
            5. Check the controller become available
Expected results:
pings are not riched
Actual result:
test fail on TimeoutError: Waiting timed out
