DPDK: On DPDK cluster provisoned with Fuel, Agent is stuck in init state

On a Fuel provisioned DPDK cluster with Bond and vlan interfaces , Agent is stuck in init state
vif list shows that vlan offload is getting set on the VIF.

Vrouter is not stripping off vlan in software causing arp not to be learnt on vhost0.
Once vlan offload is disabled , it works fine

DPDK: In bonding case, when doing supervisor-vrouter stop,
bring up the bond slave interfaces before the rest of the
interfaces including the management/config interface.
This was causing an issue in ubuntu 14.04.4 where it was
trying to bring the mgmt interface first and then the slave
interfaces.

DPDK: Enable Vlan offload in bonded interfaces

In case of bonding, the VLAN offloading was not enabled in the
hardware even though it was enabled in the vif. As a result,
the DPDK used to get VLAN tagged packets and was not stripping
resulting in breakage of the data path. The patch fixes the same.
