Convert Active People portlet to sqlcatalog

This is one of two views which really impact the site. In one large community, folder_view loaded 12k.

- Do the investigation with debug_load to see what objects are being loaded

- Analyze the code to find out what is causing all those object loads, just like we did with archive portlet

- Make a branch with some proposed previous-style code that implements a fix

- Then, work with Andreas to re-implement this in the framework-y way

Status: the problem here is the same active people portlet that affects the wiki. That's good, because one fix will take care of both issues.
