Bug Description
apticron fails to send its email report when /usr/bin/mailx is provided by s-nail, as s-nail uses a different command interface than heirloom-mailx and bsd-mailx:
apticron will die with the following output:
> MIME-Version: 1.0: No such file or directory
Note that apticron does check whether mailx is provided by heirloom-mailx or bsd-mailx, but it does not seem to support s-nail. However, a standard release upgrade from 12.04 to 16.04 (via 14.04) has left my system in a state in which mailx is provided by s-nail without my help, so this might break many users’ configurations.

I can confirm the patch by Nick Coleman, which is attached to Debian bug #812719, fixes the problem.
