Missing single-quote in watchdog.service prevents service from working correctly

The ExecStartPre command should have a single-quote at the end to close the opening single-quote, but it does not. This patch fixes the problem.

The wily update was not verified in three months, and wily is almost EOL. So I removed the -proposed package.
