Users with the watchdog package installed.
[Test case]
Start the watchdog service.
[Regression Potential]
None; this fixes an obvious failure case, where modules may not be loaded to support the watchdog functionality. The package is nearly useless without this.

The ExecStartPre command should have a single-quote at the end to close the opening single-quote, but it does not. This patch fixes the problem.
