When using unity, the diplomacy and cities menus are not shown for freeciv-gtk3

Bug Description

Freeciv upstream now recommends freeciv-gtk3 as the appropriate client. While freeciv-gtk2 was fixed in bug #1242937, freeciv-gtk3 now needs the same adjustment. Eventually this might change in upstream freeciv, but there are no plans within the 2.x series at this time.
