Volume changes when fast forwarding or clicking next song button

Bug Description

When using headphones volume will temporarily change to whatever is set without headphones when fast forwarding tracks or nexting. It doesn't actually create any problem for now since it seems to be back to normal (as with headphones connected) when the track starts but it can be seen in sound indicator and when nexting songs from the indicator panel.

I believe this is a duplicate of bug 1458897, please look at that bug and mark this is a duplicate if you believe it is.

If you are able to produce reproducible steps (including after a reboot) then please reopen bug 1458897 and specify the steps you have found.

bug 1458897 is about the problem with volume notification bubble showing up when the track is played. This bug is with sound indicator and volume slider in indicator panel.

How to reproduce:
1- Set volume to max.
2- connect headphones.
3- start playing some track from the music app.
4- while playing the track set the volume to about 10%.
5- fast forward the track and observe the sound indicator.
6- open sound indicator panel, click next track or previous track buttons and observe the volume slider.

Expected behavior:
Step 5- sound indicator should not change
Step 6- volume slider should not change

Current behavior:
Step 5- sound indicator is changing
Step 6- volume slider is changing
