[mako] When starting/seeking music the volume notification appears

Bug Description

What happened:
1) Open the music-app
2) Start playing a track or seek the playing track
3) Observe that the volume notification appears

What was expected to happen:
1) At step 3 the volume notification should not be shown

FWIW I realised I was on the old style channels, moved to the latest new channel and the same behaviour can be produced.

I'm not able to reproduce this in r213:

I tested with music-app, stopping & starting, seeking in the track, both with and without headphones.

Andrew, could you update and retest? Please reopen this ticket with more info if the problem's still there.

So i switched to rc-proposed and on #159 I was getting it all day, then I updated to #160 it is has now stopped, i'll continue monitoring the situation over the next week to see if it just randomly occurs or if it has actually stopped.

Ok this does not happen after you have first flashed/upgraded the phone (as I do every evening) but by the morning when I'm on the bus it has happened, I'll list what I usually do and my suspicions.

1) Upgrade device
2) Device starts charging
3) Toggle silent mode
4) Plug and unplug headphones
5) Set an alarm
6) Alarm sounds, which is then dismissed
7) Device stops charging
8) WiFi Access point is lost and mobile data is used
9) SMSs are sent/received.

I currently suspect it is something todo with the alarm sounding and being dismissed, as I have only starting seeing this issue since I've been using my device for an alarm. However I will try and isolate the issue so there are reproducible steps.

This bug isn't tracking volume changes, it is just tracking that fact that the notification bubble with the volume bar sometimes appears when you start/stop/seek a track, therefore it is not the same as the bug 1418210.

Also this still occurs for me on the latest rc-proposed, not all the time but enough to be annoying.

I know this bug isn't about volume changes. But bug 1418210 reports that playing a song changes the volume. And changing the volume, by design, causes a volume notification to appear.
