[webapp-container] Header does not notice when theme-color changes

Bug Description

In my "reddit mobile" webapp (m.reddit.com), the header starts blue, because that is the theme-color of reddit. But some subreddits have their own theme-colors, and the header does not update to reflect that.

To reproduce, compare webapp-container results between m.reddit.com and m.reddit.com/r/Ubuntu. And from the main page, navigate to the Ubuntu subreddit. And from the Ubuntu subreddit, navigate to the main page.
