Test Deploy cluster in ha mode with zabbix plugin failed with error in update_plugin_data()

Steps to reproduce

1. Build plugin fuel-plugin-external-zabbix
2. Export variable ZABBIX_PLUGIN_PATH="<Path_to_fuel-plugin-external-zabbix>/zabbix_monitoring-2.5-2.5.0-1.noarch.rpm"
3. Run test 'deploy_zabbix_ha'
