Bug Description
In order to properly support PHP7.0, we need to update to the latest version of php-proxy-manager.

Notes: For the purposes of bootstrapping, we need to add nocheck and stage1 build profiles, since the phpcs tests currently fail (reported to the Debian maintainer in Debian Bug # 813125. Debdiff for the staged builds is attached.

Quick update after some Debian discussion, Debian may package 2.0.0 for experimental shortly. I'll update this bug (or close it and request a sync instead) when I have an update.
