Bug Description
When selecting text, if the device has a touchscreen the handles should always be shown (Irrespective of the input method used to select the text e.g. they should be shown even if the text is selected using the keyboard.

That's actually current behavior and requires no change - but it contradicts the UX design requested that is tracked as bug 1523804.
